Conductivity of two dimensional electrons trapped on the surface of solid neon has been measured with the electron density up to 3×10 10 /cm 2 . From the anomaly in the temperature dependence of the conductivity we have determined the critical temperature where electrons undergo a transition to a Wigner crystal, and extended the phase diagram of the crystal to a density one order of magnitude higher than that obtained for electrons on liquid helium surface. The transition was found to be characterized by a relation \({=}138± 25\). No quantum effect was observed in this density region.
