Room-temperature low-energy Raman spectra of gel-derived silica glasses are reported for samples annealed at different temperatures. The very low-frequency spectrum is interpreted in terms of localised extra modes coexisting with phonons, and of phonon-fracton crossover. The role of OH - in determining dynamical discontinuities in the network is discussed.
