A model for the evaluation of building's resilience and recovery time is proposed.Then a new method of optimal viscous damper placement for targeted resilience is developed.The features of this model are ; 1) Building components are categorized into some systems in view of function, 2)The recovery time is a function of damage of building components and human resources to repair the components, 3) Applicable to structural design.This design method uses a kind of real-coded GA.The effective use of the constraint on the sum of added damper damping coefficients enables an efficient search for the solution.
