In May 1997, the National Institute on Alcohol Abuse and Alcoholism sponsored an International Workshop on Consumption Measures and Models for Use in Policy Development and Evaluation in Bethesda, MD. This paper is based on the “Cultural and Subgroup Issues in Measuring Consumption” session chaired by Raul Caetano; discussants were Raul Caetano, Salme Ahlström, Fe Caces, Paul Lemmens, Robin Room, Kathryn Graham, and Richard Wilsnack.
