Jupiter's moon Europa harbors a global, subterranean liquid water ocean estimated to contain more than twice the liquid water volume of all Earth's oceans combined. Shielded beneath a 15 to 25-kilometer-thick convective ice shell, this ocean is kept liquid via tidal dissipation driven by the Laplace orbital resonance with Io and Ganymede. In-situ astrobiological exploration of this cryogenic environment represents one of the paramount scientific endeavors of the 21st century. However, physical exploration via conventional robotic paradigms faces catastrophic vulnerabilities: the attenuation of radio frequency electromagnetic waves in hyper-saline water renders direct Earth communication impossible, while the extreme hydrostatic pressures (approaching 130 to 200 MPa at the seafloor) and structural unpredictability of sub-ice currents threaten monolithic, single-vehicle exploration architectures. This paper proposes a fully decentralized, bio-inspired robotic swarm framework comprising hundreds of miniaturized, neutrally buoyant autonomous underwater micro-vehicles ("hydrobots"): • 1. Swarm Robotic Architecture: Hundreds of untethered micro-hydrobots housed in high-strength borosilicate pressure hulls operate as a collective super-organism, eliminating single-point mission failure modes.• 2. Cryobot Penetration & Deployment: Transported through the cryogenic ice crust via a high-thermal-flux radioisotope thermoelectric cryobot before releasing into the sub-surface ocean column.• 3. Decentralized Emergent Foraging: Multi-agent foraging algorithms governed by chemotaxis (chemical plume following) and hydrodynamic rheotaxis locate hydrothermal vents and potential biosignatures.• 4. Acoustic Mesh Networking: A dynamic, multi-hop low-frequency acoustic communication mesh routes telemetry across acoustic shadow zones and thermal stratification boundaries back to the surface lander.
