World Scientific Committee for Planet Earth (WSCPE) WSCPE proposes a new, standalone, voluntary and federated scientific and ethical coordination body for any technology with significant transboundary, systemic, planetary or intergenerational effects. It seeks verifiable and equitably distributed human progress under rights and safety constraints. Eligibility does not depend on a particular author, company, model, technical architecture or national origin. The Charter also incorporates a dedicated distributed-cognitive governance profile for systems with persistent memory, adaptive learning, multimodal reasoning, human–AI interfaces and controlled action. The Charter covers projects before development, research and development already in progress, technologies already used in daily life, material changes, retirement and residual effects. Registration, scientific assessment, WSCPE assurance and lawful operating authority are separate. Existing lawful use is not automatically stopped by registration; an uncontrolled serious hazard is not grandfathered merely because use began earlier. The Evidence and Incident Coordination Committee (EICC) organizes scientific evidence, technical response and recovery. The Continuous Audit Committee (CAC) independently monitors the authorized scope and reviews the integrity of both projects and governance. Local protective mechanisms remain independent of generative AI, global connectivity and the availability of a global voting quorum.
