COUNTER, the standard for usage metrics, has been a key way for libraries to evaluate return on investment since 2003. Now more than ever, they want to measure their OA investments using consistent, credible COUNTER metrics – something relatively few fully OA publishers offer. In response to that demand, in April 2026 we launched a new working group on OA usage, drawing on our established Code of Practice. Our mission? To evolve and optimise how we report global usage for OA books, journals (both fully OA and hybrid), and diverse materials in open repositories. We're also embracing the highly distributed nature of OA by linking in syndicated usage metrics to enhance the value of global reporting. Presented at the OASPA conference on 23 Sept 2026.
