Weil's criterion recasts the Riemann hypothesis (RH) as a positivity problem, yet no positive arithmetic host is known on the zeta Weil form's own test family. We construct one without assuming RH, as a conductor-23 operator architecture. A positive CM Mellin kernel defines an infinite-dimensional Hilbert host: every nonzero finite aperture generates it, prime-event cocycles are total, and the von Mangoldt stream yields positive trace-class observability for s>1. A single rectangle Q_t carries both the CM energy and Suzuki's exact Weil value W(Δ_t)=Ψ(t), posing the sign transfer on one test family. Finite localization admits the critical weight Λ(n)/√n, whereas positive global mixtures cannot force a sharp cutoff; since the CM rectangle energy grows linearly while every nonnegative minorant of Ψ has zero lower limit, no coercive comparison transfers the sign. Level-23 modular and C₁₁ structures add exact constraints. RH remains open; completion requires a zero-floor-compatible positive comparison or positive-remainder theorem.
