In this decision, the International Criminal Court (ICC) Appeals Chamber upheld a decision of the Pre-Trial Chamber that a case against Edmond Beina for alleged war crimes and crimes against humanity was inadmissible, on the basis that proceedings against Beina in the Central African Republic’s Special Criminal Court had primacy under the principle of complementarity.
