This paper describes a long range power system expansion planning program which incorporates three significant features. It is an optimising program and uses dynamic programming for tracking an optimal expansion strategy. Secondly it contains a rule based decision making mechanism to incorporate engineering judgement based on design office experience and expert opinions, and finally, since some of these considerations have to be cast in qualitative terms and needs to balance many conflicting requirements, fuzzy set theory has been used to formulate a portion of the decision making procedure
