The paper analyzes the evolution of services for the elderly in Singapore, illustrating the interfacing of historical circumstances, demography and government policy. It also highlights how, from a wholly welfare-oriented approach, the trend has been towards a more balanced developmental-cum-welfare approach after 1970. The paper pleads for the necessity of initiating a centralized National Council on Ageing to provide an integrated range of services for the fast growing Singaporean elderly population.
