This work presents a minimal phenomenological framework for oscillatory space with finite geometric memory. The model separates three dynamical layers: an oscillatory state, a reversible geometric deformation, and a slowly evolving equilibrium geometry. Oscillatory activity suppresses deformation relaxation, while the conversion of relaxation history into a shifted equilibrium is controlled independently. A separate recovery process allows the shifted equilibrium to return extremely slowly toward a deeper ground state once the system becomes sufficiently quiet. The framework replaces permanent geometric memory with long lived but finite memory. It also discusses spatially inhomogeneous extensions, a possible effective gravitational interpretation, qualitative cosmological implications, and explicit falsification criteria. The model is not presented as an established theory of gravity or cosmology. Its purpose is to define a compact dynamical target whose constitutive functions, coefficients, and microscopic origin can later be derived, tested, or falsified by a deeper oscillatory space model.
