This archival record preserves submissions made by Andrea Hedgley Hetheru to the Office of the California Attorney General concerning City of San Diego Footnote 7, the Klauber development, and the Emerald Hills / Radio Towers Hill project, together with available evidence of transmission, delivery, and follow-up. The record covers: • June 8, 2026 — A single hardcopy submission, preserved in three PDF production files totaling 169 pages, was sent by USPS Priority Mail Express to the California Department of Justice / Office of the Attorney General.. • June 9, 2026 — A separate time-sensitive supplement concerning the Emerald Hills / Radio Towers Hill appeal, including appeal-hearing timing and notice issues. The supplement was transmitted by mail and fax. • June 26, 2026 — A first online supplemental submission requesting expedited review before the July 7 City Council hearing and association of additional notice-related correspondence with the previously mailed submission. • June 26, 2026 — A distinct second online supplemental submission providing additional material concerning site posting, mailed notice, City responses, and appellant presentation time. • July 9, 2026 — An online follow-up requesting confirmation that the prior materials had been received and requesting a Public Inquiry Unit (PIU) number or other means of identifying the submission. The deposit includes original submitted components, portal confirmations, and available transmission and delivery evidence, together with clearly identified later archival reproductions where original source bytes were not available for inclusion in the public package. Original submission artifacts are preserved without substantive alteration. A July 9 screen recording is retained privately because the browser address bar contains potentially sensitive information not necessary to the substantive public record. A public redacted derivative is included instead, together with a private-source checksum record permitting the retained original to be identified later without publicly distributing it. For chronology, provenance, file status, and recommended reading order, begin with: “Attorney General Submission Record - Chronology and Provenance Guide - Version 1.0.pdf” File integrity is independently documented in “SHA256SUMS.txt,” which provides a SHA-256 checksum for each public archival component other than SHA256SUMS.txt itself. This record documents the submissions made, the materials preserved, and available evidence of transmission and delivery. It does not represent that the California Attorney General accepted any factual or legal assertion contained in the submissions or reached any particular conclusion on the merits.
