Unique factorization gives an exact diagonal Euler Hamiltonian and a prime-power channel operator. In their convergence regions, the trace gives zeta and the channel autocorrelation gives its logarithmic derivative. A finite Gram construction provides a positive semidefinite overlap matrix. A bounded nonnegative perturbation of the dilation generator yields a maximal dissipative operator and its adjoint. For a finite positive prime-channel weight, the radial defect vanishes precisely on the critical line; its sum over zeros is a nonnegative equivalent criterion. A conditional spectral confinement theorem follows if each zero and its reflected partner are independently realized as eigenvalues of the respective dissipative operators. The manuscript does not establish those eigenvalue assignments or a self-adjoint determinant identity. Thus the construction currently gives exact arithmetic and finite signal identities together with conditional routes toward a proof; it does not prove the Riemann hypothesis.
