This record contains the two companion manuscripts of Causal Memory Gravity XIII, which study conditional microscopic gauge dynamics and event selection on Dynamic Planck Networks (DPN). Both papers separate what the specified constructions establish from the physical inputs that remain open. Part I — Conditional Microscopic Gauge Dynamics on Causal Planck Networks: Construction, Falsification Protocol, and Three Negative Results (17 pages). An explicit construction emits oriented 3+1-dimensional cell complexes with exact chain identities, b0 = 1 and b1 = b2 = b3 = 0; on fixed complexes the declared Hamiltonian preserves gauge invariance and the Gauss constraint, and the construction with its numerical controls transfers to a second generator family without retuning. Three negative results delimit it. The original out-of-sample intervention separates the Hamiltonian and stochastic update mechanisms without identifying Hamiltonian content, and its stored prediction seal has a documented, exactly reconstructed integrity defect. The conditional SU(2) decay estimates fail the predeclared spatial and refinement admission criteria, with substantial uncertainty, leaving scale stability and spectral interpretation unresolved. The recovered historical generator supplies three of fourteen required provider fields, derives none, leaves ten underdetermined and contradicts native face emission. Part II — A Conditional Birth Selector, an Open Measure Law, and a Fourth Clock-Anchor Negative Result (19 pages). A conditional birth selector is constructed from eight operational inputs, seven of which have explicit constructions: the move support, proposal, relative score, weighting law, canonical realisation, face incidence and state composition. The open input is the provider of effective degree and cycle coefficients, so the result is a parameterised graph-history law inside a specified model. Common-score-shift invariance gives exponential weights, but the executed growth-and-spectrum screen does not select their coefficients. A factorised graph–carrier model cancels those coefficients from its normalised fixed-geometry response, while specified couplings restore sensitivity once geometry is marginalised. A fourth bounded negative result shows that fixed three-volume alone supplies neither a time dimension nor a physical event tick. The selector ledger stands at 7/8, with row 5 open. Status. Both texts are the frozen-corpus closeout edition of 16 September 2026, the date on which the return-history route for this corpus was formally closed . No ontology or measure was selected and no physical claim was promoted: the physical gate remains underdetermined and all inherited physical claim locks remain false. The elastic graph eigenvalue, the transfer gap, a fitted correlation scale and a physical Yang–Mills mass gap are kept as distinct objects throughout, the papers establish neither confinement nor a continuum Yang–Mills mass gap. Any continuation requires a new, explicitly declared theoretical input in a separately governed package. For the full CMG corpus, theory map, and related materials, visit: cmg.beogradpc.com
