Traditional psychometric evaluation frameworks (paper-and-pencil tests, standardized IQ scales) fundamentally evaluate real-time behavioral performance rather than intrinsic neurofunctional potential. Consequently, individuals with high abstract reasoning abilities who frequently disengage into internal cognitive simulations (Default Mode Network activity) or display low adaptation to external test environments are systematically mismeasured. This paper proposes a passive, empirical mental capacity assessment model based on regional bioelectric synchronization, P300 wave latency, Gamma band spectral power density, and inter-cortical transmission efficiency, entirely bypassing the requirement for active behavioral output. By integrating robust outlier filtering (k-trimmed mean) and normative standardization, this framework establishes an objective, non-invasive bioelectric intelligence quotient (IQBio) projection.
