We present the Meta-Hierarchical Multi-Scale Turbulence Theory (M-HMSTT), an advanced framework that structurally elevates classical statistical turbulence mechanics using Rough Operator Algebra (ROA) and 8-Dimensional Non-commutative Tensors. By directly embedding the Topological Fractal Brake into the deterministic Level 0 Navier-Stokes equations, global regularity [3] is rigorously guaranteed via exact algebraic cancellation of supercritical vortex stretching. At higher scales (Level 1-4), energy cascades and anomalous intermittency [2] are strictly derived from the non-commutative commutator of production anddissipation operators, completely superseding classical heuristic scaling laws [1]. Furthermore, structural universality is classified and actively controlled through Lyapunov-stable topological matrix spaces.
