This article analyzes the current state of cycling and the system for managing its development in light of growing demands regarding athletic training, infrastructure, safety, and digital support for the training process. The aim of the study is to identify organizational factors influencing the effectiveness of cycling management and to justify directions for its improvement based on sports management, load monitoring, and information and analytical technologies. The study utilized an analysis of scientific and methodological literature, questionnaires, expert assessment, comparative analysis, and descriptive statistical methods. The study involved 48 specialists in the field of physical culture and sports, including coaches, managers, instructors, and athletes. It was found that the use of digital tools and modern management methods improves the effectiveness of training process planning, the quality of functional condition monitoring, the coordination of organizational activities, and the overall performance of sports organizations. The most significant limiting factors remain insufficient funding, a lack of modern infrastructure, a shortage of qualified personnel, and weak promotion of mass cycling. The conclusion is drawn that a comprehensive modernization of the cycling management system is necessary, including strategic planning, digital monitoring, development of material and technical resources, training of specialists, and expansion of international cooperation.
