The Universal Suction Force (USF) is proposed as a unified quantum-gravitational framework in which an additional covariant gravitational sector extends General Relativity across Planck, galactic, and cosmological scales. The framework introduces an effective tensor S_μν = (κ / ℓ_P^2) Q_μν, where Q_μν represents the underlying quantum-gravitational structure. Its physical origin is associated with complementary black-hole-directed and white-hole-like phases of a regenerative potential–actual transition. The same gravitational sector is developed across four effective regimes: quantum gravity, galactic dynamics conventionally attributed to dark matter, dynamical cosmic acceleration associated with dark energy, and the cosmological-constant limit. The framework provides quantitative relations and falsification conditions for these regimes while requiring their effective behavior to emerge from a common underlying Q_μν dynamics.
