This manuscript presents RIU (Relational Information Update Framework) as a preliminary theoretical framework that organizes relation, information, observation, time, mass hierarchy, dark-sector structure, cosmology, and black-hole information into a single relational update language. RIU does not claim to replace standard quantum mechanics, special relativity, general relativity, the Standard Model, or ΛCDM. Instead, it is proposed as a candidate framework for external review and follow-up quantitative validation. This version is v0.3.8 of the English manuscript.
