This preprint establishes Relational Closure and Mode-First Power Transmission as a conductor-minimality framework for electromagnetic energy transfer. It argues that two-wire transmission is one feasible operating point inside a broader closure-resource space, not an axiomatic requirement of Maxwell's equations. The paper formalizes a Closure Resource Vector R = (N_c, V_medium, V_env, Q_tune, N_converter) and a non-collapsible Relational Closure Metric Vector C_rel = (C_B, C_M, C_R, C_T). SWER, Tesla single-terminal resonance, Goubau lines, and hollow waveguides are treated as extremal projections of the same resource space. This record is a conceptual and theoretical preprint. No original experimental dataset is reported. Five falsification pathways and three comparative protocols define future reproducibility work. It is Paper 1 of the SBE/DSR Structural Computing, Electromagnetics & Infrastructure programme and cites Dynamic Structural Realism v1.0 (Zenodo Record 22086468).
