This paper proposes a unified theoretical framework connecting the distribution of the non-trivial zeros of the Riemann Zeta function to the confinement dynamics of a topological gauge theory. By modeling the Zeta function as the partition function of a gas of particles interacting via a Calogero-Moser potential on an adelic quotient space, we demonstrate that the asymptotic alignment of the zeros on the critical line Re(s) = 1/2 and the emergence of a mass gap in the Yang-Mills vacuum are two manifestations of the same geometric phenomenon : spectral absorption by topological instantons. We present the thermodynamic limits of this crystallization and the scattering matrix confirming the quantum phase shift at resonance points, thereby validating the Riemann Hypothesis as a strict law of spectral stability for the universal vacuum.
