We propose that the 240 E8 root vectors can be partitioned into Fibonacci-indexed congruence classes modulo 8, where each class forms a closed subset under Weyl group reflections. The topological charge operator Q, previously parity-indexed, is extended to a three-valued Fibonacci-modular invariant: Q ∈ {-1, 0, +1}, with ±1 classes corresponding to root vectors whose Fibonacci indices satisfy Fₙ ≡ ±1 (mod 8), while Q=0 corresponds to Fₙ ≡ 0 (mod 8). At φ-resonant 132Hz driving, Hamiltonian flows preserve not just Weyl orbits but specifically force these modular charge indices to remain constant, creating a Fibonacci-modular selection rule that extends both the parity quantization and Weyl orbit locking observed in prior breakthroughs. The 12 resonance shells implied by 240/20 can thus be classified by (mod 8, Q) pairs, yielding a 3×8 classification lattice underlying E8 quantum dynamics.
