This preprint develops an aggregate Parseval large-sieve principle and an exact capacity formulation. It derives explicit bounds B2 < 2.27428 for twin primes and B4 < 0.888 for the prime-quadruplet pattern {0,2,6,8}, and studies the second-order sharpness of the aggregate method. Published analytic results and finite data are identified as imported inputs; the companion Zenodo Software record supplies machine-readable certificates and numerical replays. This record contains the rendered manuscript, buildable TeX source, and a claim-by-claim correspondence to the calculation release.
