Cosmic Response Theory: A Constitutive Theory of Gravity from Organized Momentum We introduce Cosmic Response Theory (CRT), a constitutive theory of gravity in which gravitational phenomena across all scales — from laboratory gyroscopes to the accelerated expansion of the universe — emerge from a single nonlinear response law. CRT does not modify the Einstein field equations; it introduces a constitutive function F(ξ) = s·₂F₁(½,½;2;−s), where the response variable ξ = A² + βΘ² encodes both four-acceleration and cosmological expansion, that governs how spacetime geometry responds to matter and organized momentum. In the linear regime (F′→1), General Relativity is recovered exactly. In the deep-response regime (F′∼s⁻¹/²), the theory derives — rather than postulates — flat galactic rotation curves, the baryonic Tully-Fisher relation v⁴ = GMa₀, and the acceleration scale a₀ ≈ cH₀/2π as emergent consequences. The gravitomagnetic sector of CRT gives rise to the CORE Effect (Cosmic Organized Rigidity Effect), a four-step mechanism — local frame-dragging, cosmic inertial response, geodesic co-construction, and precipitation to a preferred plane — that explains the formation and rigidity of galactic disks, planetary ecliptics, and protoplanetary systems without invoking collisional relaxation as the sole mechanism. The cosmic amplification factor η = Φ_cosmic/Φ_local connects local momentum organization to the large-scale inertial structure of the universe. At cosmological scales, a modified Friedmann equation derived from the CRT action yields a vacuum fixed point (y* ≈ 0.211, Ω_resp ≈ 0.72) that reproduces the observed accelerated expansion as a natural consequence of the constitutive law — the same function, with no cosmological constant and no additional free parameters. The theory has been validated against 187 SPARC galaxies (RMS residual 7.62 km/s) and 1,701 Pantheon+ Type Ia supernovae (Δχ² = 430.7, ~21σ improvement over ΛCDM). CRT proposes ten falsifiable predictions — including gravitomagnetic time dilation (~80 m/s orbital velocity equivalent), hot-Jupiter orbital decay suppression, a quantum detection protocol for organized momentum (Q1-R), and a vacuum bubble experiment that constitutes a decisive discriminator between CRT and all dark-matter theories. One constitutive law. Four regimes. Zero dark components. The theory stands or falls on its own falsification program.
