Non-Commutative Rough-Torsional Universe Hypothesis (NC-RTUH) Resolving the Unreasonable Effectiveness of Mathematics via UROA, STCT, and Topos Theory

Wigner’s enigma regarding the "unreasonable effectiveness of mathematics in the natural sciences" is typically resolved axiomatically by the Mathematical Universe Hypothesis (MUH), which asserts the strict identity between physical reality and mathematical structure (R ≡ S_0). However, MUH fails to account for the ontological gap where pristine mathematics requires physical renormalization (e.g., non-perturbative singularities, measurement problems). This paper supersedes MUH by introducing the Non-Commutative Rough-Torsional Universe Hypothesis (NC-RTUH). By integrating Universal Rough Operator Algebra (UROA) [3] and the Seonggil Theory of Complex Torsion (STCT) [1] into a higher-category Topos framework, we prove that physical reality is not the pristine structure S_0 itself, but its rough topological projection subject to non-commutative torsional phase shifts upon conscious observation.
