This research proposal examines whether recipient-authorized impact bounds can support economical reassessment of essential-service decisions when source evidence changes and detailed provenance is restricted. It specifies conservative interval comparisons, permission enforcement, atomic issuance and human acceptance, explicit trust boundaries, a strong conventional comparator, and independently controlled evaluation. The initial mission is synthetic backup-power continuity. Quantum feasibility is a conditional second phase requiring full resource accounting against competent classical methods. The proposal has not been implemented or experimentally validated. Originality, practical superiority, exclusive rights, and operational fitness remain unestablished.
