English Abstract In the October 2026 plenary session of the Japanese House of Representatives, a cross-party legislative initiative was proposed by Komeito Representative Mitsunari Okamoto to establish a 500-trillion-yen sovereign wealth fund ("Japan Fund") by consolidating and re-leveraging public capital reserves—principally the Government Pension Investment Fund (GPIF), the Foreign Exchange Fund Special Account, and Bank of Japan-held ETFs. This paper conducts a rigorous critical evaluation of this state-led sovereign hedge-fund architecture utilizing comparative institutional analysis, sovereign debt network topology, and mathematical liquidity stress-testing models. First, we contrast the institutional preconditions of successful global SWFs (e.g., Singapore's GIC/Temasek, Norway's GPFG), which rely on exogenous current account surpluses, fiscal surpluses, or resource endowments, against Japan's severe macroeconomic asymmetry characterized by colossal gross debt-to-GDP ratios and persistent fiscal deficits. We demonstrate that mobilizing public retirement and foreign exchange reserves into risk-seeking capital creates a dual-fragility balance sheet loop. Second, we trace the structural lineage of moral hazard—privatizing upsides while socializing systemic drawdowns—observed in historical public-private investment vehicles (such as the Innovation Network Corporation of Japan / INCJ and JDI) and sovereign fiscal transfer traps (such as Italy's Superbonus 110%), proving that scaling such mechanisms to macroeconomic dimensions leads to catastrophic governance failure. Third, within the context of rising global sovereign yields, we mathematically formalize the nonlinear discontinuity of the risk-free rate, the exhaustion of foreign exchange intervention buffers, and the sudden evaporation of market liquidity under fire-sale conditions. Our findings emphasize that financializing sovereign balance sheets transforms public governance into a high-beta carry trade, necessitating robust statutory firewalls against the speculative mobilization of public reserves.
