Existing software for planning and numerical simulations of radio astronomical observations are often highly specialized and have limitations in terms of flexibility, interactive data visualization, and support for arbitrary observation configurations. This makes the development of a software package for planning radio astronomy observations urgent. In this paper, the pAstroCORE software package, a modular and expandable universal system for configuring radio astronomical observations and estimating their parameters has been described. The functionality of software package includes configuration (selection of sources, telescopes, and observation modes) and calculation components (source visibility and time on source, interferometer geometry, the evolution of telescope positions over time, etc.). The developed software package pAstroCORE built on a multi-level abstract architecture is the basis for the further implementation of a fundamentally new system for the full cycle of planning radio astronomical observations, starting from the design of observations to the calculation of key parameters, visualization of results and, subsequently, the optimization of observations according to specified criteria and constraints for both ground-based and space-borne observatories.
