This study examines the public evidence available for assessing Morocco's nuclear power decision readiness across the 19 infrastructure issues of the International Atomic Energy Agency (IAEA) Milestones Approach. A documentary assessment separates established institutional foundations, evidence of preparatory activity, and matters that remain unverified. An author-developed Level 0–3 scale describes the maturity of the documented arrangements within their stated scope; it is neither an IAEA scoring system nor a test of Milestone 1 attainment. The assessment recognizes Morocco's previous infrastructure review and existing coordination, regulatory and research capabilities. It identifies important evidence needs concerning the current status of programme coordination, implementation of regulatory improvements, financing, workforce planning and long-term stewardship. Historical evidence of studies is retained without being treated as proof of present implementation. Governance-related evidence gaps are prominent in the reviewed record, but the analysis cannot establish that institutional constraints outweigh economic, technical or social constraints. The resulting roadmap links proposed actions to specific infrastructure issues and to reviewable decision outputs. Siting is presented solely as a framework for future investigation, without weights, scores or regional rankings. The policy implication is to update and independently review the national decision evidence before making further commitments, while retaining continuation, deferral and non-deployment as legitimate outcomes.
