This revision establishes an explicit mathematical operator candidate for the Quantum GeometricCentrifuge (QGC) framework within the Zolondo Program. By compactifying the complex Hedenmalmspectral parameter plane α = u + iv onto a Riemann sphere, the critical line v = 0 is mapped precisely to theEquator. We propose an explicit time-dependent, non-Hermitian Schrödinger-type equation coupled to ahigh-frequency rotating gauge field acting on a joint Hilbert space of photon polarization (Poincaré sphere)and electron spin (Bloch sphere). Using Floquet high-frequency expansion, we show that the rotatingoperator generates an effective centrifugal potential that induces a non-vanishing CP-odd Berry phase inthe 7/8-derived restricted strip 0 < |v| ≤ 3/8. This geometric mismatch results in a phase-vorticity non-closureand forces the norm of the Hedenmalm eigenstate to collapse to zero under extreme rotation (RPM → ∞).This establishes a formal, rigorous operator candidate mapping the analytic properties of the Riemann zetafunction to quantum mechanical stability conditions, confirming a strict topological obstruction outside theequator. This framework is a conditional operator model and does not claim an uncertified proof of theRiemann Hypothesis (RH).
