This preprint formulates sufficient conditions for a low-energy effective-field-theory descent from the Organizational Field Theory (OFT) parent hierarchy to the canonical VGM response sector. It separates universal Wilson coefficients from state-dependent source amplitudes and specifies the requirements for regular heavy-field elimination, covariant normalization, boundary-aware matching, conserved-current descent, and cross-sector predictive closure. Renormalization-group consistency, radiative stability, calibration and validation, and correlated uncertainty are treated as distinct admission tests. The revision dated 10 October 2026 clarifies the functional assumptions behind local reduction, completes the conditional source-map statement, corrects current-matching and covariance conventions, and places subsequent VGM phase and coupled-vector studies in their proper scope. No unspecified microscopic parent action is shown to satisfy these conditions, and no experimental validation is claimed.
