Horizon Monism is a relational foundational-physics program in which the fundamental ontology consists of a unique, objectively real relational totality R together with finite embedded reference horizons \{H_i\}. The relational totality is taken to be reference-independent, homogeneous, scale-free, timeless, probability-free, and without a presupposed geometry, metric, quantum state, or gauge structure. A finite horizon does not create an independent physical layer; it extracts a perspectival effective representation of the same underlying relational totality. Effective quantities are therefore outputs of ( R,E_H), not autonomous variables capable of modifying or fine-tuning the ontology that generates them. The temporal branch is based on finite graded resolution. An admissible horizon possesses a nonuniform resolving-response field v_H: complete uniform response and binary inside-outside masks are treated as degenerate non-admissible realizations rather than physical finite horizons. In a homogeneous finite relational sector with reference-independent coupling Aᵢⱼ=a>0, the effective readoutW_H(i,j)=v_H(i)Aᵢⱼv_H(j)induces the apparent degreeD_H(i)=a\,v_i∑j≠ iv_j.For n≥3, one obtainsD_H(i)>D_H(j) v_i>v_j,so a graded finite horizon necessarily produces a non-flat apparent relational-density profile in this realization. The resulting potential differences generate an irreflexive, asymmetric, transitive, and acyclic effective order. Physical temporal precedence is identified only conditionally, when event and record relations realize this order and when local orientations stabilize and glue across comparable horizons. The same finite-horizon framework supports several additional conditional reconstruction branches. Finite reversible relational structures lead through groupoid C^*-algebras to noncommutative effective kinematics; minimal relational atomicity selects M_2( C), whose traceless self-adjoint sector provides three real distinguishability directions. Together with a one-dimensional effective temporal direction, this yields a 3+1-dimensional Lorentzian structure. Structure-preserving comparison among neighboring horizons generates connection and curvature, while suitable smooth, local, metric-compatible infrared conditions recover a Levi-Civita leading sector and an Einstein-type gravitational response. The framework further develops a horizon UV/IR closure mechanism and a conditional reconstruction of Standard-Model-type internal gauge structure. UV and IR are interpreted not as ontologically distinct scales but as different effective representations of one scale-free relational totality. A two-way closure across a finite horizon window motivates a dimensionless invariant of order (_H/L_H)^2 and an infrared curvature scale Λ_H~ L_H⁻². In the internal sector, an oriented binary module, pointed multiplicity, anomaly consistency, minimality, and faithful relational action lead conditionally to[SU(3)_C× SU(2)_L× U(1)_Y]/ Z_6. Horizon Monism is therefore presented not as a completed theory of everything, but as a conditionally closed pre-quantum and pre-spatiotemporal reconstruction program. Its central proposal is that quantum noncommutativity, temporal order, spacetime geometry, gravity, cosmological-scale structure, and gauge symmetry can arise as distinct consistency structures of finite reference descriptions of one homogeneous relational reality.
