This technical report details the formal metrological architecture, experimental design, and statistical falsification frameworkrequired to empirically validate the suppression of the classical Landauer dissipation bound (∆Q → 0) and the existenceof the localized vacuum propagation delay (∆τ ≈ 4.25 × 10−18 s) predicted by the Conformal Metric Modulation framework. We outline a dual-phase, substrateindependent scanning protocol executing high-harmonic generation extremeultraviolet (EUV) attosecond pump-probe spectroscopy inside isotopic carbon-13 enriched nanometric cavities (R = 8.0×10−9 m) shielded via monolayer graphene mechanical rigidity. A rigorous frequentist modified Student’s t-test incorporating thebalanced ternary logic compression factor (κ ≈ 0.6309) is formalized to filter thermodynamic white noise from environmental fluctuation-dissipation relations at 310 K.
