Traditional statistical learning theory, predicated on flat Euclidean vector spaces and independent identically distributed (i.i.d.) sampling assumptions, fails to capture the intrinsic inductive biases of structured data endowed with relational graphs, Riemannian manifolds, gauge symmetries, algebraic polynomial constraints, and higher-order topology. This paper establishes Non-Commutative Rough Algebraic & Geometric Learning Theory (NC-RAGLT) within the SMA-∞ Topos [1]. By integrating Foundations of Roughness Operator Algebra (ROA) [3], Universal Rough Operator Algebra (UROA) [4], Seonggil Tensor Calculus (STCT) [2], and Rough Quantum Information Geometry (RQIG), we prove that Clebsch–Gordan steerable equivariant networks, Riemannian optimization over real algebraic varieties and low-rank tensor manifolds, and persistent homology topological regularization are macroscopic manifestations of non-commutative structure preservation and information geodesic routing. Specifically, we regularize steerable kernel representations via the UROA Roughness Operator Γ_ℛ, suppress singular curvature shear on algebraic varieties via the STCT Dynamic Torsion Tensor 𝒯_STCT, and prove that group equivariance reduces empirical Rademacher complexity ℜ_m(ℋ_G) by a factor of |G|-1/2 exp(-‖𝒯_STCT‖). A self-contained Python numerical simulation suite empirically verifies sample complexity reduction and Wasserstein topological stability bounds.
