The contemporary acceleration of the Artemis program and competitive lunar base architectures pursued by international space agencies and commercial defense conglomerates presumes the deployment of megawatt-scale artificial thermal engines—preeminently fission reactors (e.g., Kilopower, high-temperature gas-cooled reactors) and proposed fusion installations—as a necessary engineering prerequisite for permanent human colonization and industrial regolith extraction. This monograph rejects this industrial-military imperative by establishing a rigorous synthesis between non-equilibrium astrophysical thermodynamics, space law, and comparative cosmological philosophy. Scientifically, the Moon is an intrinsically passive, non-self-luminous celestial body governed by an optical albedo of A ≈ 0.12, maintaining a delicate, billions-year-old radiative equilibrium with ambient solar flux and the cryogenic cosmic microwave background (2.73 K). In Japanese classical cosmology, this physical reality is codified through the archetype of Tsukuyomi-no-Mikoto—the deity of lunar cycles and tidal symmetry who, unlike the active, self-luminous solar sovereign Amaterasu-Omikami, embodies receptive equilibrium, non-interference, and reflective serenity. Through rigorous heat-transport modeling, we prove that deploying megawatt-scale artificial heat engines in the ultra-vacuum environment of the lunar surface precipitates catastrophic localized entropy inversion: (1) constrained by the Stefan-Boltzmann radiative limit (P_rad ∝ T^4), massive heat rejection arrays induce uncontained conductive thermal leakage across the insulating regolith (k_regolith ≈ 10^-3 W/(m·K)); (2) Clausius-Clapeyron sublimation kinetics accelerate water-ice loss in 40 K Permanently Shadowed Regions (PSRs, such as Shackleton and Cabeus craters) by over eight orders of magnitude under a modest 5 K thermal leakage footprint, irreversibly destroying irreplaceable volatile reserves; and (3) this localized thermal pollution constitutes "harmful contamination" under Article IX of the 1967 Outer Space Treaty. We formulate the Tsukuyomi Protocol—a binding legal-engineering covenant declaring the Moon an immutable, non-nuclear celestial sanctuary, prohibiting high-temperature nuclear reactors and preserving cosmological balance against extractive industrialization.
