The MMIRG-PD (Modified Metric-Induced Relativistic Gravity - Phenomenological Dynamics) model proposes a theoretical framework to resolve the black hole information paradox through entropy-preserving radial density evolution. We define a radial density field n(r) = 1 + α(R/r)^β, where α is a dimensionless coupling constant and β governs the power-law decay. Entropy conservation is enforced via S_final = S_initial + ln(2), ensuring a constant increment ΔS = ln(2) per bit of information. The framework incorporates an effective metric g~μν = Ω²(x) gμν with conformal factor Ω²(x) > 0, a medium-like refractive index n(x,ω), and Hawking radiation soft-hair modes to preserve unitarity and causality. Information is encoded at the horizon boundary and conserved via soft-hair channels, preventing information loss while maintaining compatibility with General Relativity and quantum principles. Four testable predictions are proposed: (1) LIGO gravitational wave echo at 0.1-0.3s post-merger, (2) pulsating light ring modulation at 22-44 GHz, (3) specific CMB depolarization pattern, and (4) absence of information loss.
