Author: Yoko Hasebe (長谷部 洋子) Drowning remains a leading cause of unintentional injury mortality worldwide, claiming approximately 700 to 800 lives annually in Japan alone. Because victims undergoing the physiological Instinctive Drowning Response (IDR) cannot wave or call for help—succumbing to hypoxic loss of consciousness within 20 to 60 seconds—conventional visual lifeguard surveillance frequently fails under surface glare and crowd occlusion. Simultaneously, competitive swimmers preparing for the 2028 Los Angeles Olympic Games (LA 2028) require high-frequency biomechanical telemetry without cumbersome cranial or tethered sensors. Building upon our 200th Grand Master Monograph (Record 23383049), our healthcare zero-knowledge governance framework (Record 23377652), and our Goldilocks QFS-zkVM engineering foundations (Record 23406240), this 212th monograph establishes the formal mathematical and hardware specification for migrating Smart Swim-Cap Aquatic Safety and Performance Architectures to a Non-Invasive Wrist-Worn Smartwatch: (1) Phase 1 — Sub-3.0s Drowning Prevention via 6-Axis IMU and Sobolev-HOCBF (Theorem 1): We derive the SE(3) kinematic mapping from distal wrist accelerometers, gyroscopes, and hydrostatic pressure sensors to detect stroke collapse, vertical body pitch (theta_pitch -> 90 deg), and non-propulsive "ladder-climbing" arm oscillations, firing a deterministic lifeguard and emergency alert in tau_alert < 3.0 seconds; (2) Phase 2 — LA 2028 Olympic Swimming Optimization via Constrained Reinforcement Learning (Theorem 2): Uses the identical sensor array to quantify Stroke Efficiency Index (SEI), flip-turn wall impulse, breathing roll symmetry, and fatigue decay, training an individualized coaching policy; and (3) Biometric Privacy via 64-Bit Goldilocks QFS-zkVM (Theorem 3): Protects athlete and civilian physiological telemetry under NLL-v1.0-2026.
