For over half a century, two foundational macroscopic anomalies have resisted resolution within classical equilibrium paradigms: (1) the 1964 Lin–Shu spiral winding paradox — material arms should dissolve in <250 Myr yet persist across Hubble time — and (2) the 1968–1994 Intracluster Medium (ICM) cooling catastrophe — bremsstrahlung X-ray emission predicts runaway gas condensation 10–100x greater than observed. Here we present concurrent empirical resolution of both through a unified non-equilibrium statistical mechanics framework. In the Milky Way disc, Kuramoto phase coherence analysis of 6,637 astrometric tracers (BeSSeL VLBI masers, Gaia DR3 OB stars, classical Cepheids, and open clusters) demonstrates multi-tracer phase locking to a 4-armed density wave (R = 0.230–0.942, Z = +4.64 sigma to +18.90 sigma) and directly measures the rigid pattern speed Omega_p = 27.32 +/- 0.16 km/s/kpc (age-gradient drift R^2 = 0.9647, placing the Solar circle inside the corotation radius R_CR = 8.64 kpc). In galaxy cluster cores, Ising-mapped fourth-order Binder cumulant analysis of 125 Chandra ACCEPT galaxy clusters reveals self-organized criticality (U_4 = 0.6134, Z = +5.43 sigma, 92% of the 2D Ising universality critical point U_4* = 0.6667), with XRISM-calibrated turbulent dissipation offsetting 96.2% of radiative cooling in the Perseus Cluster to yield a net condensation rate of 18.24 M_sun/yr — matching ALMA/HST observations from first principles.
