The Fermi Paradox—the apparent contradiction between the high probability of extraterrestrial life and the lack of evidence for such civilizations—remains unresolved. Most proposed solutions rely on biological (The Great Filter) or sociological (The Dark Forest) mechanisms. This paper proposes a structural, geometric resolution derived from a neutral monist metaphysic. We argue that the speed of light c is not merely a physical velocity, but the fundamental “refresh rate” of the contingent manifold. Because c is an absolute structural limit, deep-space interstellar travel and real-time galactic communication are structurally prohibited. Furthermore, we explain the local radio silence within our own galaxy through the physics of signal attenuation and the thermodynamic homeostasis of enlightened civilizations. We term this the Geometric Filter. The hypothesis predicts a specific empirical asymmetry: the universe will be found to be rich in biosignatures, but entirely devoid of technosignatures (radio waves, megastructures).
