This document presents the initial functional specification for the Data Steward Registry (DSR) developed within OSCARS WP3. The DSR aims to provide a lightweight, sustainable and interoperable way to make data stewardship expertise visible across the Science Clusters by building directly on the Invenio platform to enable Zenodo Author Pages based on ORCID integration. It outlines the rationale for this approach, the guiding principles, and the expected functionalities of the demonstrator, along with a preliminary metadata dictionary intended as a first draft to be refined according to legal, practical and technical requirements. The document also integrates the first collection of user requirements (Milestone M13), consolidated from workshops, cluster feedback and the AGM White Paper, and translates them into actionable design elements. A dedicated plan for collaborative development with the Zenodo team is included, describing the steps needed to validate feasibility, configure metadata templates, create the prototype community, test API-based reuse and progressively refine the system with stakeholder input. The overall objective is to establish a minimal-effort, high-impact registry that enhances discoverability of expertise, supports competence-centre activities and mentoring workflows, and can be reused across OSCARS, cluster websites and the broader EOSC ecosystem.
