Unofficial English translation of Resolution No. 615 of 11 March 2025 of Brazil’s National Council of Justice (CNJ), the national framework governing the development, use and auditing of artificial intelligence, including generative AI, across the Brazilian Judiciary, in the consolidated version amended by Resolution No. 674/2026. The translation preserves the original structure and is accompanied by a glossary of key terms. A companion part provides article-by-article comparative annotations against the NIST AI Risk Management Framework (AI 100-1) and its Generative AI Profile (AI 600-1), OMB Memorandum M-25-21, and official guidance from U.S. federal courts, the Executive Office for Immigration Review, and the court systems of California, New York and Illinois. The annotations identify where the Brazilian framework converges with U.S. practice and where it goes further, notably in binding prohibitions, a public national registry of court AI systems, and mandatory reporting of adverse events, with particular attention to immigration adjudication. Only the Portuguese text published by the CNJ has legal effect.
