Canonical index of twenty-four authored white papers. Prepared for scholarly scrutiny and for circulation to global and regional bodies, multilateral agencies, research organisations, universities, and national and subnational governments. The corpus treats the prevailing scarcity axiom as a design choice installed in protocol, not as the ontology of economic life. The load-bearing claim is ultrastructural: long-run surplus, waste, rent, and agency are determined by protocol, not by the phenotype of roads, ministries, apps, or pilot projects. The index sets out the reading order and dependency of the papers (Doctrine, Order, Measurement, Implementation, Diagnosis, Capstone) and summarises the canonical objects: the four laws, the Regenerative Constant, the public-domain measurement layer (RSI, GRS, Peripheralization Index, TURI/TUSI, MMQ), architectural succession, and the UMEI® operating system. These are authored frameworks released for scrutiny, institutional review, and collaborative refinement; they are not adopted policy of the African Union, the United Nations, AfCFTA, ECOWAS, the African Development Bank, or any other multilateral body. This index is a map, not a substitute for the paper; cite the individual paper for any claim.
