This article examines the prospects for the application of cloud computing in the development of modern information systems. The study aims to identify the architectural, economic, and organizational factors influencing the effectiveness of cloud adoption and to propose a phased model for migrating information systems to cloud environments. The research methodology integrates a comparative analysis of scientific literature and policy documents, a systems-based approach, and a criteria-based qualitative assessment of cloud service and deployment models. The findings suggest that significant benefits can be achieved by integrating cloud services with microservices architecture, container orchestration, serverless computing components, and edge computing technologies. Particular attention is given to information security, data sovereignty, and vendor lock-in as key considerations in the planning and implementation of cloud solutions. Based on the analysis, a seven-stage cloud migration model and a set of evaluation criteria for selecting appropriate cloud solutions are proposed. The findings may provide practical guidance for public- and private-sector organizations seeking to modernize their information systems, enhance operational efficiency, and support sustainable digital transformation.
