This report studies a recovered multi-chain stratum implementation that combines estimated assigned rates, rolling accepted-share work and a clamped work-debt correction to choose discrete miner assignments. Its targets weight gross expected XMR per hash and can apply a decaying preference for new launches. The unchanged existing suite discovered fourteen tests: thirteen passed and the native RandomX reference-vector test skipped because librandomx was unavailable. Five passing allocator checks include two fixed-input simulations over the real implementation, weight examples, a hysteresis fixture and forced evacuation. Source inspection distinguishes bounded correction from unbounded raw debt, forced moves from ordinary dwell and move limits, and pure weight normalization from a uniform new-connection fallback that can include unpriced usable chains. Exact source, test output, provenance and hashes accompany the report. No live mining, realized earnings, general fairness, native verification or financial inclusion is established. Empowerment, inclusion and evidence-based accountability guide the evaluation questions and limits. Historical accounts C06 and F08 concern the same mechanism; user direction, AI implementation and upstream contributions are distinguished.Jarett Dunn. Technical report, version 1.0.
