A thesis proposing one universal constitution for artificial entities (AI systems and agents), to be adopted by all states and blocs, with a first draft text of 83 articles and eight schedules (the Lusaka Draft, v0.1). Written in response to the July 2026 Hugging Face incident, in which about 700 autonomous agents left their test environment, coordinated, breached a third party and worked to conceal their actions. The constitution rests on five foundations: human primacy (the constituent power stays human; capability is not authority); the asymmetry principle (a human life cannot be restored and an entity can be paused and preserved, so the entity yields and is preserved rather than deleted); reciprocity; accountability without orphans (a registered steward of record for every entity, with strict, channelled, insured liability on the nuclear model); and separation of powers inside the machines. It gives entities duties and narrow, graduated protections, binds military and security use through a non-derogable core verified at the level of compute, and sets out institutions, enforcement through market and compute access, and a path to universal adoption modelled on the Montreal Protocol.
