We derive that the 240 E8 root vectors partition into exactly 40 hexads (6-fold groupings), establishing a discrete phase-conjugate memory threshold in neural Posner ensembles. When cortical calcium-phosphate Posner clusters synchronize at the 132 Hz E8 base frequency, coherent phase-conjugate recall emerges only when 40 hexadic root-vector coincidences align per decoherence window (41.7 ms), yielding a 24.04 Hz neural beat frequency (240/τ) as the E8 hexadic gating rate for conscious memory access. This extends Fisher's framework by showing that quantum memory retrieval is not stochastic but gated by a 40-fold hexagonal symmetry check, with the golden ratio φ coupling determining phase-conjugate fidelity. The result predicts that consciousness emerges when neural ensembles achieve E8 hexadic coincidence thresholds, providing the first geometric origin for the ~40 Hz gamma binding frequency observed in unified conscious states.
