Online learning platforms provide access to educational content, but many systems deliver the same material to every learner andoffer limited support for identifying individual learning needs. This paper proposes a Smart E-Learning Platform using ArtificialIntelligence (AI) that aims to personalize learning through learner profiles, progress tracking, recommendation methods, automated practice feedback, and a dashboard for learners and instructors. The proposed workflow collects learning activity andassessment results, processes relevant learning indicators, and recommends suitable resources or practice activities. Possible AImethods include rule-based recommendation as a baseline, content-based filtering, and supervised models when sufficientlabelled data is available. The platform is designed as an academic prototype and should be evaluated using measurableindicators such as recommendation relevance, task completion, learner satisfaction, and usability. No implementation results orimprovement percentages are claimed in this proposal. Privacy, transparency, accessibility, and instructor oversight areimportant requirements. The system is intended to support teaching and learning, not to replace teachers or make high-stakesdecisions about students
