Heritage districts face challenges in parking infrastructure planning that balance financial returns with cultural preservation. This study assesses the financial feasibility of a multi-story parking building at Kayutangan Heritage Area, Malang, through parking demand analysis, Ability-to-Pay and Willingness-to-Pay surveys of 73 respondents, and standard financial evaluation. Results show that parking demand exceeds capacity during weekend peaks, users have sufficient financial capacity but low perceived service value, and the project yields a Benefit-Cost Ratio of 1.06, Net Present Value of IDR 5.06 billion, and Internal Rate of Return of 6%, indicating moderate feasibility.
