Independent conceptual engineering note on a plasma-free test rig for investigating shape control of a liquid lithium liner. The study combines geometric volume balances, a 24-actuator three-ring arrangement, illustrative trajectory tables, local position-control architecture, gas-flow estimates, thermal conditioning, rotary feedthroughs, optical diagnostics and communication, and EMI considerations. SCL and portable C++ examples illustrate the reference-generation interface. The dimensions, operating assumptions and trajectory tables are author-selected study parameters, not General Fusion specifications. This is not a peer-reviewed paper or a demonstrated fusion system; no fluid-flow simulation or physical experiment is reported. Software checks reported in the note do not establish fluid-dynamic or control feasibility. Author: Vitalii Murashkin, Our Design Bureau (an informal independent engineering initiative).
